　Hunan transportation department
Hunan transportation department is founded in October 1949, and it is one of the compositions of the government of Hunan. It is in charge of building and management of land transportation and water transportation. There are 32 independent units under the department, such as High road building and developing company, Provincial road management bureau, Provincial road transportation management bureau, Provincial transportation fare collection bureau, Provincial navigational matters management bureau and so on. There are 25000 persons working in the transportation system.
The main responsibilities of the Hunan transportation bureau are: in charge of the management of planning, investment, building and managing the basic transportation facilities as road, water transportation, bus station for person and goods, and ports, in charge of the developing of road and water transportation and the price of the transportation, in charge of the management and the supervise of the collection of transportation fares, pass fare of automobile, in charge of the management of safety of water transportation and the safety of special enterprises, in charge of the education of transportation regulation, making of the policy, guiding the information, and the technology of the transportation industry and the building of the spirit. The road and water transportation are the major method of transportation to support the economy of Hunan. After reform, especially after the beginning of the “eighth-five” year’s plan, the basic facility of the road and water transportation develops fast. By the end of 1997, the total length of the road in the province is 59761km with high-grade road of 31674km in it. The length of level road takes 53% of the total length.
The water transportation is also developed in Hunan. There are 4700 rivers in the province, and there are 285 rivers, which can, ship with the total length of 10050km, and the level length is 4000km in it. The rivers can get to Wuxia in the north and Xiaoxing in the south and with the radiation of 75% of the province with four basic water of Xiang, Zi, Ruan, Li and Dongting Lake. After the “eighth-five” -year plans, the repair of the Xiangjiang, Ruanshui and Lishui are done, and build a 257km of thousands of the tons water road in Xiangjian and some hub port with over thousand tons such as Yueyang, Changsha, Xiangtan and Zhuzhou. It forms a net for water transportation with the center of Dongting Lake and the major of Xiang, Zi, Ruan, and Li.
With the perfecting of the basic facilities of road and channel, the road and water transportation get rapid development. Recently, the number of people owned automobile is 380000, ship 9886. The transportation volume of road and water takes 94% and 915 of the total volume of the transportation. The road and water transportation plays more and more important role in the transportation.
