In the fifty years after the founding of People¨s Republic of China, the education in Hunan is flourishing under the open and reform policy. Now, there are 118,000 educational organs of all level and kinds, 15,900,000 students in school, and 620,000 full-time teachers. In it, there are 4,472 nursery schools, and there are 748,200 children are in the nursery school; there are 39,300 primary schools with 7,693,500 pupils; there are 3,845 junior high schools with 2,879,600 students. There are 687 senior high schools and completed high schools with 482,700 students; there are 574 professional high schools with 241,400 students. The number of polytechnic school is 165, and the student¨s number is 259,200. There are 47 colleges and universities with 156,700 undergraduates and 4,552 postgraduates. Apart from that, there are 37 colleges and universities for adults with 143,500 students. The number of adult polytechnic school is 261, and the number of student is 128,600. There are 320 adult high schools with 29,500 students. The number of adult primary level school is 13,700, and the students are 187,000. The number of adult technology training school is 36,600, and the trainees are 1,865,900. Compared to the whole country, out of every ten thousand persons, there are 1,990 primary school pupils which is listed in the fourteenth, 445.42 normal junior high school students which is ranked in the thirteenth, 74.66 normal senior high school students which is ranked in the twentieth, 37.34 professional high school students which is ranked in the sixteenth, 40.10 polytechnic school students which is ranked in the ninth, 24.23 college or university students which is ranked in the sixteenth, and 22.20 adult high educational students which is ranked in the fifteenth.
    Reform the educational management system. Develop the basic education by different levels and be responsible for each level. Gain the experience of develop the schools in four levels and run them in three levels. Put the developing educational first into practice.

    The comprehensive reform of rural and urban education accelerates the concert development of all kinds of education. That improves the joint of education and economy, and serves the local economy better. The experience of urban educational reform, which is ^suit to the changing of economy, and strengthen the governmental overall plan ̄, makes a big repercussion in the nation. In Chen county, Huaihua, Shaoyang and other places, it is carried out the overall plan of three-education (normal education, professional education and adult education). It puts farming, science and education together. According to the overall plan of the government, the department wills the run the school, and the Educational Commission will be in charge of. It is opened to hundreds of thousands of farmers and it develops professional education, which gains good effects.
    The reform of enrollment and graduate: 1997 enroll all the polytechnic students enrolled by a same line of mark.     The quality of teachers also improves obviously. In recent 20 years, there are many high-level schools, such as 11 high-level teachers schools, 31 middle-level teacher schools, 11 provincial or local educational colleges and 111 county or city level teachers¨ training schools, university long distance education and night university, made an diploma making up education to 200,000 primary school teachers. In 1998, the rate of diploma qualified teacher for senior high school; junior high school and primary school are 60.22%, 83.38%, and 96.09%. It rises 46.81, 53.27 and 21.92 percentage points than that of 1978. There are 6,233 full-time teacher in university get high titles, and it takes 37.83% of all the full-time teachers.
    The educational quality of all kinds of schools is improving.
